Abstrakt

Regulation of September 1, 2011 concerning the requirements for the habilitation degree should be modified. Present compulsory requirements do concern only formal aspects of the achievements of the candidate rather than their effective role in the development of science. Present regulations promote mostly number of publications of the candidate and «points» and not their real value, which should be necessarily evaluated by the reviewers. In composition of the relevant commissions non competent colleagues of the candidate take decisive part. The results are low value promotions based on miserable papers published by the candidates in exotic journals and on the comradeship in the commissions.
