Abstrakt

In order to realize transformations and contemporary cultural and civilizational needs in Poland it is necessary to obtain citizens. Focused community workers in scientific associations had been building a civic society long before this very term was coined. A characteristic feature of this movement is independence and autonomy. There are numerous barriers and limitations in the functioning of scientific associations (legal, financial, organizational), which hinder, or even prevent the realization of social mission of scientific associations. Scientific associations are public entities and as such their activities should be supports for the common benefit. Scientific associations due to their activeness, creativity and mobility constitute an exceptional social capital, whose potential is not appreciated by the Polish state.
